I don’t believe that DC has ever quantified it. However, there is a site, hyperborea.org, with a link to Those Who Ride the Lightning, which covers every single speedster in comicdom (including Marvel’s Quicksilver.)

The general impression I get is that Johnny Quick and Max Mercury were never as fast as the Flashes. There seem to be two different mechanisms at work here. One is that there is a mutant or metagene capability for speed. Then, there is integration with the Speed Force. I think that the metagene may be a prerequisite for integration with the Speed Force, but I am not sure. If you look at the first few issues with Wally West as the (adult) Flash, his top speed was only about 1000 mph., i.e., faster than most bullets.

He had an eating problem in those days, needing to fuel his accelerated metabolism. A burst of speed, and he’d be gobbling down candy bars.

All that changed when he became integrated with the Speed Force. It is as if it takes over the need for human metabolism, and provides for speedsters to be able to communicate, breathe, see, etc., while they are moving at relativistic velocities.

I theorize a minimum speed at which the Speed Force become accessible to people, and this can only be attained by those who already have the metagene and are moving at or near their top (natural, unenhanced speed.) Perhaps their relativistic mass must increase by some tiny but finite amount before they can tap into the Speed Force. Wally West is now the person most fully attuned to the Speed Force; hence, he is THE Flash.
