I worked at a medium security prison where the inmates were housed in dorm style buildings & the only time they were behind bars is when they went to segregation for serious rule infraction. The prison received inmates who had worked their way up to being in a medium security facility. These inmates included murderers, child molesters, etc. The inmates who were hand selected to go out on work assignments were called the "Greens" earned the right to do community work, ie: clean the beaches, plant flowers in the city, mow lawns on the prison property & outside the gates, shovel snow on the pedestrian's walkway on a nearby bridge, etc. They all have a chance to run if they wanted to, as the temptation must always be there with some. Luckily, none of the inmates escaped or tryed to escape while I worked at the prison.

Category A, B and C prisoners are held in what are called 'Closed' prisons. These have security measures that stop the inmates escaping. Category D prisoners are held in 'Open' prisons where they can wander around freely but must show up for daily roll calls. A prison which allows prisoners who are considered to be neither dangerous nor violent greater freedom of movement than in normal prisons.

These prisons have the most liberal of regimes. Open prisons hold Cat D prisoners. Most lifers spend around 2 years in an open prison before being considered for release. Open prison should prepare lifers for getting back into the community.

Normally an "Open Prison" is used for low profile or low risk offenders. In some states it is even used as a means of rehabilitation or the first step before being released on parole.

the idea of open prison is to allow long term prisoners nearing the end of their sentence the opportunity to adapt to freedom before being given it totally . it seems stupid but on the plus side this escapee has proven that he cannot be trusted and should not be given his freedom and so when he is caught he will be returned to prison proper and will remain there for a few more years at least .

an open prison has no walls...there are three within twenty miles of where I live..and don't I feel safe!!!
