Fact - more black people are in prison than the proportion of blacks in the country.

Question -- is it because of discrimination in the police and/or by judges, juries and magistrates or is it because more blacks commit crimes?

2nd question -- if more blacks commit crimes, is it because of lack of 'normal' economic opportunity, education, etc, (and if so is that because of discrimination?) or is it because greed and lack of moral values are more common among blacks?
