if i thought he was really going to a hospital i would give him the $2 Even if he didn't go it wouldn't break me maybe he is just down and out and could be in need of a hand out

More than likely it is just a story.
I get hit up like this a lot, Some times I give a buck or so & other times I just say no.
If the story seems true or is real interesting then I will give more often.l

If I had time for it (and didn't have reason to fear him), I'd offer him a ride. That way if he was telling the truth, he'd get more than he asked for, but if he was lying he'd get nothing useful at all.

Sorry. I am a bit jaded. Giving money to strangers on the street is a risk I am less willing to take. When someone approaches me for money, I don't stop to talk, I just keep on walking. It is very dangerous to engage in conversation with a stranger who is asking for money. While you are talking to them, they could knock you over and take your purse or assault you. I would keep on walking.
