It actually has a religious base to it. It started out as just a rooster, not a weather vane. The rooster is set to symbolize St Peter's denial of Christ before the rooster crowed three times. It was placed on the churches as a reminder to the members to not deny the Lord, and to come to church. Eventually they added the weather vanes since the churches at the time were some of the tallest buildings, and the vanes could easily be seen from a distance. And the tradition just kinda kept going from there, although now you would be more likely to see them on smaller churches rather than the bigger, taller churches.

It is not to show towards where the wind is blowing but where it is coming from...the head indicates the origin of the wind and the complete weather c()ck is on a fix axe indicating the four cardinal points. You then know if the wind is coming from East,West North or South.
Why on a church.....simply because in most villages it was the place were people gathered and that information was important for some ie. farmers

Long, long ago in a village far, far away when they first started using weather c0cks the village steeple would have been the tallest point in the area. Therefore by placing it there you would have got a more accurate reading of wind direction and everyone in the village could see it.

The same reason it would be put anywhere else. To see what direction the wind is blowing.
