Depends on what type of site building you want. Do you want a service that will provide you with a template like Geocities or do you want to start from scratch?
If you're gonna start from scratch then use something like funpic.org.
If you still haven't learned how to use HTML or an HTML Program (such as Dreamweaver or Frontpage) then use tripod.com (which doesn't work half the time) or homestead.com (which offers a trial).

Tons of them just type "free web hosts" in a search engine..

If you are planning doing this to learn web building it is a waste of time ,,for 50 bucks a year you can have the real thing..
