You do this by clicking on Start, Programs, Accessories, System Tools, then select Character Map. There you'll find all kinds of characters you can use. Select the one you want, ¢, then click Select, then Copy, then go to where you want it. On the top toolbar, click on Edit and Paste, and there's your cent mark, or whatever character you've chosen.
