yes they can, depending on the severity of the sprain they will also order x-rays to make sure that you have actually broken it.
the general signs of a sprain are:
pain
swelling around the joint
occasional discoloring/bruising around the joint (generally fairly quickly after the injury has occured.)
inability to bear weight on the injured ankle (especially type 2-4)
inability to move the joint
