In terms of total GDP (Gross Domestic Product, a method of measuring the economic "power" of a country, the top 3 - if you use the nominal basis for measurement - are, no surprise: USA, Japan and Germany) : yes, India is a pretty rich country, coming in at around Nº 12 in the whole world. In that sense you could say it is relatively "rich", although its economical performance - for a country of around 1,100 million people - is then not so good compared to a much smaller country like Japan or Germany. Also, this wealth is not very well distributed, so you have a few very rich and then a massive amount of poverty. Therefore, if you do a GDP per capita (per person) you´ll see it fall down in the ratings dramatically.
So, to put it crudely, I would say it is rich as a whole, but not on an individual basis (which is what counts for the people).
However, its economy is currently growing very quickly, so in a few years, the situation could look different (at least for total GDP, whether the distribution of the wealth will be as positive too, is another matter).

In my opinion India is a rich country with poor political mindset. If our politicians start practising what they preach, India will be unbeatable. The day Indian politician will start thinking about the people not in terms of mere vote bank but nation, there will be no look back for India. India is rich in resources, material, man-power, intelligence and what not. Only political mindset needs to change.

If somebody claiming that other Country is Rich ask that Country to arrange only breakfast for all Indians for three days and you will be able to measure that Country's richness in a moment.
Invaders like Mugal , Purtgali, Britishers and politician made Indian look like poor Country otherwise if still you bring only Swiss bank money belong to our own politician and you will discover that every single citizen of India will become millionaire if that money distributed uniformly.
One poland citizen was talking about Indian Roads in comparison to his Country's Road condition with me and regarding facilities given to Indians by Govt. I told him if Govt.start implementing some thing to our Cities , by the time the Project come to it's completion the ppl using that facility use to cross it's all limitation and worse condition would have considered by them to that Project.
Also our Budget in all areas is so huge that they can not even imagine those amounts.
Even if fire crackers in Dipavali it breaks all previous records every year and money used on given day can complete many of his country's Project.
So comparing India with any other Country may not give you real picture in any manner.

It is no longer a poor country showing the promise to become a rich country. If only the factors inhibiting its growth are eliminated, it will not be long since that potential is achieved. The inhibiting factors are population, corruption, terrorism, regionalism, casteism etc.
