Teabags are a mixture of Paper and Polypropylene and the sealing is done by applying heat to the edge of the bag.

Some bags are stitched, but most are hot pressed. The process of hot pressing is kind of like taking 2 pieces of damp paper and ironing them together till they are dry; the paper sticks in an irremovable bind. There is no glue involved in the process.
