The actual time doesn't mean anything. It's the placement of the hands. 10 hrs 10 min "looks happier" because both large hands on the clock are pointing up. It's supposed to make a better impression and possibly sell more clocks.

The seconds shown are not exactly 35 after 10 hrs and 10 mts. This combination is almost symmetrical, each of the 3 hands at an angular distance of 120* from each other. (There are many other combinations with this configuration.)
Perhaps this combination stands for V for victory, if you take the hour and minute hands.
