The general equation of a parabola in vertex form is

y = a(x - h)^2 + k

where the coordinates of the vertex is at (h,k)

For that reason, the vertex is (-2, 7), because

y = 5(x + 2)^2 + 7

Can be rewritten as

y = 5(x - (-2))^2 + 7

{Note the negative in the brackets, in the general equation.}
