I don't think I would. Here, in my country, people laugh at someone who has not been circumcised. Our kids here, of course boys, usually get circumcised before going to pre-school. Those who are scared have it later but they don't get away with it.

I cannot recall a time in my life when I have asked anyone their circumcision status.
But there's always a first. I have no idea.
