The Speaker in the House of Representatives and the Vice President in the Senate recognize which Congressmen may speak, so when the Republicans were in control, it probably would have been difficult to introduce a bill. Even so, the lawmaking process has so many places that a bill can die, like in committees, or on the floor, and especially with the Republicans in majority it would have been near impossible that the bill would make it past the committees. Hence, the Dems probably didn't even bother, though I think that it would have looked better for them if they tried to anyway.

They didnt introduce most of these measures because pre-polling of the Republican controlled legislature indicated no chance of any of these Bills passing either House.
You fight the fights you can win. There is still a seeming logjam amongst Republicans in the Senate, trying to attach unrelated legislation to existing Bills, such as the Line Item Veto to A Senate Ethics Bill, then tied it to the Minimum Wage Bill. Now there's GOP resistance to the Bill giving Medicare the right to negotiate lower drug costs for seniors. How can anyone support a politician who wants my grandmother to have to choose between her medicine or a meal?

Many of the items on their agenda are not supported by Republicans. It is doubtful that these bills would have reached the floor for a vote under a Republican controlled Congress. There are indeed mechanisms in the House Rules which allow the majority to limit debate or attempts to add amendments to proposed bills by the minority. The Democrats used this tool in their first hundred hours. This is interesting in itself because they complained about the same tactics used by Republicans when they were in control and stated they would not use such tactics once they were back in power. In short welcome to the new Congress, looks the same as the old one to me. Politics as usual!

there is a mechanism by which a bill can be prevented from even getting to the house floor for a vote. No it doesn't prevent the minority party from introducing a bill, but it makes it very difficult. Additionally, certain laws that are seen to oppose the party's platform my be 'held up" in legislative committee. This is why some bills have bi-partisan sponcership.

the respond is not any. i'm confident. it relatively is area of the exams and balences that the goverment has to make confident that no area gets too useful. the three facets are juditial, govt(president) and Legeslative. In regulation making the senate has to approve the bill, if the senate approves it (greater advantageous than a million/2 of the senete votes for the bill) the bill is going to the president. if the president signs and indicators it, then that's a regulation. If he does not, it relatively is observed as a veto. Then the senate can vote fot the bill back. if greater advantageous than 3/4 of the senate votes for it, then it turns right into a regulation. Oh yeah, it may't be a regulation if the acceptable courtroom policies it unconstitutional

it's a matter of spin if a bill is introduced by the minority and the bill bears weight then the majority can assume the credit for it by it's favorable vote and then the political weight wont go to the conseptor but to the majority for advansment in the next election.
inorder to get our congress and senate back on track for the people we the people must consintrate on getting all of the lobbiest's out of washington and back into the corperate offices were they belong.
we the people need true representation in washington ,inorder to get it we need to do away with the corupted electorate college and re instate the popular vote as the desiding factor in elections.
a simplified voting process will eliminate confusion and will minimize contaminated votes.restore the power to the people of our great nation and get rid of those who would seek self intrest with the power they were granted by the people.

For the same reason they didn't allow debate from the Republicans and forced their legislation. They had to push the "100 hours" thing.
By the way, Democrats said they finished early with their 100 hours. In reality, it took 336 hours for them to complete 100 hours worth of work.
This is what we can expect over the next two years.
