Nope, not even close. Kevin's sidekick Paul was played by Josh Saviano. As for Marilyn Manson, his real name is Brian Warner.

Josh Saviano played Paul Pfiefer on the show. It was talked about year ago when Manson first made it big on the music scene as his childhood photos looked like that of Josh on the show. It's not likely since the character Paul Pfieffer was played by Josh Saviano (http://imdb.com/name/nm0767606/bio) who was born March 31, 1976 in New York City whereas Marilyn Manson (http://imdb.com/name/nm0001504/bio), otherwise known as Brian Hugh Warner was born January 5, 1969 in Canton, Ohio.

No it is not true and he has denyed and rejected to accept this gossip together with the one that says his ribs being removed to proform oral sex on himself. He said that if he could go down on himself he wouldnt be sitting where he was.
