Try tactics arena online.It takes a while to get used to, but it is fun.
And you have to play against people,though.

online multiplayer games with no download... man... no way :P
NCSoft Guild Wars is free if you buy the game - no monthly fees, no game time cards but you have to buy the original.
there are also many pirate servers for Lineage 2 that provide the whole game and the patches to download and play for free.
But to simply play without even some downloading.... no way.
