All you can do is file information on the debtor with the major credit reporting companies. You can also "sell" the debt to a collection agency, who will pursue the debtor pretty relentlessly.
As far as other businesses are concerned, I would think you would Hope your competition extends as much bad debt as you do or more...
You want you competiton to fail, so his/her customers have more money to spend with You...

Try publicising the bad debtor. If your industry is a small one then word of mouth might work, or try trade journals. Even a well publicised court case to recover the debts might work but I am unsure of any official line to go through.
A word of warning though, be carefull of the words you use, otherwise you might be sued as well for damaging a reputation if you are not totally accurate with what you say.

Take him to court, there's only one problem, unless the debt is over roughly 250 quid you'll have to go through the small claims courts which will cost you about 100 before you even start, but at least your debtor will end up with a CCJ. alternatively you can release his details to credit reference agencies, which will make it more difficult for him to obtain credit, because most companies have a credit checking policy.

Get judgement against them for the sum owed.
When they fail to pay up, apply to the courts for Bankruptcy Order.
