Clark Kent pays his taxes as he has a full time Taxed Job at the Daily Planet as a Reporter.
Superman is Tax Exempt as he is a Superhero that works not for profit. He also does not make any income from this job, thus one of the main reasons Clark Kent still needs to be employed as a Reporter at the Daily Planet.
Superman is not endorsed by anyone, unlike Booster Gold was in the first arc of 52.
Also, Superman is not a registered Citizen of any City, State or Country, although he does reside in Metropolis as a residence, his Primary Residence would be the Fortress of Solitude which is located in Either the arctic (Current) or the Amazon (Previously). As he is in the Arctic, there is no ownership by another country of that property, therefore there is no property taxes, School Taxes nor any other taxes.

Superman would be exempt from taxes if he existed on paper. Clark Kent has the ability to evade taxes, but because he is too much of a do-gooder--he wouldn't. So neither of them.

the feared ingredient is that any such tremendous type of folk of city ever placed that at the same time. Clark is in no way considered talking to Superman, yet he receives all of those unique comments from him. even as Superman died, Clark became lacking for months till Superman comes back from the lifeless and later famous him (Supergirl in the comics became a shapeshifter on the time, and pretended to be Clark so Superman might want to discover him). Nah, all only a twist of destiny. there is no way that bumbling reporter from Smallville might want to properly be the guy of metallic. Lois Lane might want to have figured it out by now (talking on the very reality in the flicks, and the Cartoons, she has no longer.)
