Yes, you would have to set it to boot from that drive.

Reboot your PC with the CD in the drive, press F8 for boot options. Select the desired drive to boot from.
"Boot from external ...." or similar.
There you will see all drives installed, atleast the ones being recognised.

From what i can sift out of the documents you grant, you do not have 2 annoying drives.... you have one annoying force. that's partitioned into 2 sections. that's maximum probable a 250gb annoying force, which while partitioned is typically 233gb. So, the C force is 221gb, and the D force is 12gb. That D force is your restoration force. the documents you could reinstall Vista and all the production unit utility could be there, as long as you haven't any longer messed with the contents of that force. Now... without understanding the make and style of your workstation, that's impossible to look up the right steps for getting access to that restoration partition. although, there could be a folder interior the commencing up menu that has an identical call using fact the producer of your workstation, and interior it relatively is going to be a connection with restoration... or once you first turn on the workstation, there could be a quick message approximately hitting a key combination to get right of entry to device restoration or restoration supervisor... or, while the workstation boots, and you hit F8 some situations in basic terms after the BIOS splash show, the risk-free mode menu will arise and grant you a restoration decision. It relatively might have helped understanding the make and style of the workstation nonetheless. end of line
