He came into my house and set fire to a rug and some curtains while I was sleeping. Is he legally allowed to do this?

It sounds perfectly legal to me.

He may been pro-acvtively ensuring you were sufficient warm in case the heating broke

Call the POLICE immediately! Arson and breaking and entering are felonies. He cannot enter your property without your permission, as renting a property by a lease constitutes a legal contract whereby you 'own' that property for the time of an enforced lease.
Then, you need to start looking to move. You can easily break the lease based on landlord's actions. Get out. He may do something that could really hurt you; and you could have been hurt when he tried to burn your place down.
Run. Don't walk to the nearest police station.

Thinking???? You haven't gotten a lawyer yet.

In every place I have ever lived (internationally) the land lord is not allowed access to your apartment without your consent.
Some places to allow this if you are behind in your rent and they are tossing you out.
Most places allow their entry if there is an emergency.

But to enter your apartment while you were asleep, that is scary and I don't think a court anywhere would allow this.
I would not only sue for the damages, but ask for more due to the scare and invasion of your privacy. Then when you win tell the court you want to be able to move out without prior notice.

Call the police! Arson is illegal. So is trespassing, which is what he's doing as you are now the resident of the property.

Don't bother taking him to court; it will cost you more than it's worth and anyway, you'll find that the police will deal with this incident and it won't be necessary to take him to court.

That is some messed up $hit though!

No! When you sign a lease. He is giving up his rights to this place for a specified time (lease) There are more important issues at hand like attempted murder or harm. Seek a lawyer!

If it happened as you say, then sue him.

However, why would a landlord set fire to property he owns?
If you were sleeping, how did you know it was him??

Sure, all landlords are legally allowed to enter their tenants home and set them on fire!!!!!!!
If you have proof that it was him, have him arrested, that's attemted murder and arson.
And I would be looking for a new place to live as soon as possible.
