If it's actually plugged you've got to replace it and get the problem fixed that caused it to plug. If you have a service engine light on on dash this is your problem, have it scanned, your fuel management system is out of whack. If no light make sure your ignition system is healthy IE:plugs, wires, cap, rotor, PCV and your air filter.

If the catalytic converter has plugged up the car will run terrible or not at all. A short term fix would be to either replace with a piece of pipe or knock out the insides (hollow it out). This is not so great for the engine and definitely will not pass smog testing.
You need to replace this. As they are rather exspensive items you might want to check at local junk yards (breakers) and see if they don't have a used one for you to buy.

they range anywhere from around 100 - 200 bucks.. they are a easy fix but they take a thicker wallet. Replace it...

Have a new one put on- Some custom exhaust places will attempt to clean them as well. I would have a new one put on though before more damage is done to your car!
