I know he has to sign the laws for them to come into act but does he actully have the power to refuse to sign and veto it and also should he have the power to veto laws

YES he does.

But in practice he is just a rubber stamp guy.


Remember that in 1977 he sacked the PM so he DOES have power.

Technically he does, but unless they tried to pass a law which turned Australia into a faschist state with John Howard as the dictator, he wouldn't risk the public outcry.
