A bully picks on someone weaker to control or manipulate them for pleasure, profit or for their own self confidence.
A racist picks on someone because of the colour of their skin.

A bully is an insecure person that picks on the weak. A racist is someone that seemingly hates someone of another race.

Easy a racist hates other people than there race, a bully will pick on anyone and both of them are very sad people.

A bully will pick on anyone generally weaker than themself in order to feel stronger, and will use anything they can to get at that person (it may happen to be race, or gender, age, height, weight, anything really) but that is not the ultimate reason that they pick on that person.
whilst a racist will pick on anyone of a different race... purely because they are a different race..
racism is closed-mindedness and a prejudice.
whilst bullying i guess is an oportunistic manipulation in order to make oneself feel more superior.

A bully finds that violence to anyone alleviates their own insecurity.
A racist is a bully that hasn't met many people yet.

a bully picks someone physically weak, regardless of race, and a racist picks someone based on their race alone.

Racism is usually learned from family and peers etc. Bullying is something people do when they are missing something in their life and it makes them feel better about themselves,( for example the feeling of power.)

bullys pick on those weaker than themselves to make them feel big. Racists pick on others who do not have same beliefs as themseves.
