Between 1967 and 1996 Russia had far more succesful launches then any other country. The USA had the lead from 1996 - 1998, but the Russians are in the lead again.

It used to be the USA. But the United States has pretty much pissed away it's scientific edge with Affirmative Action, though it still has the material advantages of infrastructure and money to build. I don't know who has the best space science today.

Definitely erstwhile USSR had proved in all but one event (landing on Moon, which is now controversial) to be dominant in field of Space in last 17 years due to lack of funding Russia had to Bring the MIR down but then also it is a key participant in ISS Surely Russia is trying to proof it's no. 1

Not a straightforward one to answer.
Obviously, the US has the most extensive space program, but it also uses some of the oldest technology.
By contrast, the French do not put up manned spacecraft but have a far more modern, cheaper and more successful rocket system for launching satellites - and so put up far, far more of them.

I am pretty sure it is the U.S.A. Nowadays you have the best scientist and, what is even so or more important, the best exploration devices, such as spatial telescopes and so on.

well the only two country's that have really been fighting about it is Russia and America, now i know you want me to say Russia, but i believe they are both the same as far as that goes unless somebody has figured something that the other hasn't yet.
