I was told that I need to undergo a surgery in my testicle which is know an varicoseel or something similar to that.

I was also told that better be quick or the function of the testicle or the sperm production will go down so I want to know more information about the surgery and the process where can I get it?

A varicocele is a mass of enlarged veins in the spermatic cord, which leads from the testicles to the circulatory system. This prevents the blood from cooling as it should, raising the temperature of the testicles. Since heat damages and destroys sperm, and sperm is essential to fertility, the varicocele can cause infertility.

The surgery can be done by any urologist in the hospital where he has privileges. If the doctor you saw was a urologist, he will schedule the surgery when you tell him you are ready to have it done. If he is not a urologist, when you tell him you are ready to have the surgery, he will refer you to one. That doctor will then tell you all that you have to do in preparation for the surgery (having bloodwork drawn, maybe a chest xray, etc...basically pre-surgical testing) but all the "details" will be handled by the doctor's staff.

Most times, the surgery can be done on an outpatient basis and usually (but not always) under general anesthesia. There are two methods for repairing the varicocele so I have found and put the links with the descriptions (and drawings) here for you.
