It used to be that HR 's job was in filling vacancies..now, they are required to consider the "lifetime" value of an employee and/or the value of an employee vis-a-vis teh company's goals going forward and how that employee's skills are transferable within the organization and not just for the specific role/function hired.

HR should take itself less seriously. Its role should be to pay people on time, do all the administrivia necessary when people are hired and fired, and not tell managers how they should do their jobs.
