The phone is ruined, unfortunately. If he bought insurance for the phone as well, then it can be replaced - possibly. But since it was washed, it might not be possible.
Make it a habit to check ALL Pockets before tossing anything into the washer. My boyfriend's phone and wallet has been saved numerous times because I do that.

To dry your cell more quickly than room temperature air can manipulate, immerse it in a can of dry, uncooked rice. The rice will absorb excess moisture, drying your cellphone from the inside out. If you are very careful, you need to use the rice to warmness your phone gently and speed the drying approach extra. Put the dismantled mobile in a bowl of rice. Put that bowl right into a pot, and put that pot on prime of a smaller pot with a little bit of water in it, so you do not burn the pot. Allow about an hour, and be certain you don't overheat it, though. A thermometer placed within the rice shouldn't go over 100F (40C). You may have got to cool and reheat once or twice. # do not put the battery in for no less than three days, or longer if your digital reveal is foggy. # an alternate drying procedure is to seal the cellphone (battery, SIM card, SD card all eliminated) in a plastic bag with some of the silica packs that come full of footwear, coats, electronics. Go away the cellphone within the bag for a day or 2, and the silica packs will soak up the moisture. The silica process works! Go to regional craft retailer and buy flower drying package. Silica contained on this package is like sand, spread on backside of tupperware container and location a bit of tissue paper on prime to lay your telephone mobilephone on without laying within the silica sand. Seal up tupperware and let sit down for three days. The brand new crystal cat litter works as well as silica, and for those who put all phone elements within a sock or knee excessive pantyhose and bury it in a new, easy container, it'll dry out in only a day or so

Turn it off (or it was turned off automatically when it got wet). Take everything off, the casing, the battery, etc. Put on a dry towel or something like that. Dry them all openly but don't put them under the sun directly. Put them like that for 1-2 days to make sure that they all dry out until it is ready to be turned on again. It worked for me before.

It will dry out, but I'm not sure it will work. Even if it will at start, it won't work for a long time. Connections inside get corrosion, and it ruins mobile phones. Sorry.

Sometimes yes, sometimes no. The chances are better if it was turned off before it got wet.
Washing machines are rough on electronics, I hate to say it but I doubt it will work again.
No harm in trying though.
