Well, invented isn't the word I would use, but it was introduced in 1951 (together with 'O' and 'A' levels generally) to replace to School Certificate system. I believe that under that system, you didn't get passes in particular subjects, but had to pass a certain minimum to get your 'cert'. I've looked for a source, but can't find one.
