I want to build a new web page from scratch.

I don't want to spend too much money and certainly want it to look professional. Though, I do not want to haggle with snooty "artists" nor with starving undergrad geeks.

My level of understanding is medium, but would like to be treated as a 5 year old customer...over the web though.

Any ideas or leads?

I doubt you want to be treated as a "5 year old", but as a customer that's been with a web designer for 5 years, at least that's how I perceive your comment. I have customers that I've worked with for years, and they keep coming back, so I guess I've been doing something right....and I've never even met them in person!

I'm not sure what you meant by your "level of understanding is medium", but I think you mean doing your own web page yourself.

You can't have your cake AND eat it... By this I mean that if you want excellent customer service, you're going to have to pay for it. If on the other hand you want a job done cheaply, you're going to have to live with the fact that it's going to be done by a "snooty artist" (that expression is in itself very snooty mind you...), or a "starving undergrad geek" (again, nice insulting terminology there). If you want to be treated like a five year old you're going the right way about it - by acting like one!
