You should be able to, most of the phone companies state that you have to keep the original plan for at least 6 months.

What network are you on? 3 network are really bad for this, i should know as i have just got out of a contract with them!!! If you try and reduce it, they will charge you £25 but will only let you keep the reduced rate for 6 months and then put it back up again!!They will also add a further 6months onto the contract to regain the money they lost from you!!! I hope its only 3 that do that!! I had enough and am now back on Orange pay and go which is really good (free texts!).

Normally you can yes. The other option you could think of is. Go into your local phone shop most of them will buy out your old contracr when you ign up with them. So you get a new contract and a shiney phone.

If you talk to your providor and plead nicely you may get somewhere, but if you wish to stay with your providor and just switch plan then they almost always let you!
Be firm but be polite!
