Technically you can't sell it or have the phone opened up if it is blocked. The network provider has the phone on record as potentially stolen.
I attempted to sell a batch of used phones on Ebay and honestly described one as being blocked. My advert was removed and I was informed by Ebay that such phones are classed as stolen, whatever the reason . . . .
You should attempt to get your money back or just put it down to experience and be wiser next time.

Legally you can't.
Each phone has an identifier (called the IMEI number). When a phone is blocked this number is placed on a list that is shared by all the mobi companies so the phone is blocked at the phone company.
They won't take a phone off the list.
The only way to get it to work again is to change the IMEI number, and that is well dodgy....basically it's 10 to 1 you are handling stolen goods.
(Changing the IMEI number is different from "unlocking" which lets you use different SIM cards in the phone."Unlocking" is OK)

The IMEI number will identify the phone and the network provider will block that phone so it can't be used again!

If you bought the phone of someone you don't know I think it's safe to say you've been conned and can wave goodbye to your dosh

The phone doesnt belong to you as seems like it has been stolen. However it still belongs to somebody else... to get around this the legal way you:
1. hand it in to the police as a found item
2. If it is not claimed after 3 months it is then deemed as YOURS legally and then you can get it unlocked legally and presto!

You can't, the person who registered the phone lost must do it. It sounds like you bought a stolen phone.

why would you buy a phone off sum 1 u dont know. i would go to the cops n hand in the phone and tell them that you found it.
