like you said beginner. web hosting is done by a computer wich can be located anywere in the world all it needs is an ip number so it can be reached. next damain name is the process of converteing regular words into numbers like www.me.com get turned to 169.172.0.1 no need to type the number just the name witch is more easy to remeber then all those numbers your best bet is to try free webhosting site first when you get the hang of it move up to domain names.
do a search on yahoo for " free webhosting " one that i know is tripod.com yahoo got free webhosting to so you have to do a little homework but you will get there I myself was self tought and can set that up like nothing so can you!

bluehost has been the best I've used or come across. They have very affordable packages with lots of great features including a lot of space and email accounts.

Not only do they have some great packages but I've found there Customer Service is unbelievable. They're extremely helpful and responsive when you have a question for them.

I've used a few different hosting company's and I've settled in with bluehost and will continue to use them for all of my sites.
