wizar.. – Human rights should be applied where most needed – underdeveloped countries. Legislature requires refinement to reduce abusing the system, hence mar the good intentions and name of human rights.

Human Rights are just that, the rights of all humans irrespective of where they are in the world. Once you start to differentiate between people according to the level of development of thier particular nation, then you begin to weaken the very basis of international human rights law.

Human rights are least required in developed countries where human rights violation is minimum, and it is more available.
Human rights are required in underdeveloped countries where gross human rights violation is taking place, but it is not available. Legislature sometimes favours the human rights violators, giving them a free hand to perpetuate it. The "TASER" gun in America is a gross violation of human rights in a developed country. The army, police etc are gross violators of human rights in a highly develop country.
