If it's a mobile number (07....) then all you can do is to answer and ask the question, otherwise the area codes are listed in several web pages including BT. See below. Note that with current technology there are a few numbers that users have taken with them when they moved location

You can track a mobile phone but only with the phone owners consent. They would recieve a message like this:
'R Jones (07970 111111) has asked to locate your mobile. Please reply '1074' to agree. This means that R Jones wants to track the mobile phone. Before he can, the phone owner must activate your mobile phone for tracking, by reply with the PIN number supplied in the original message you received. If you don’t reply with this text PIN, then your mobile will not be activated for location.

This would be great for kids etc but as an adult i am not sure if i'd like it, unless i was out on my own at night so my partner could find me if anything went wrong!

Yes... There is a website you can go to. Forget what its called, but as long as the persons phone is switched on, you can find out where that person is. Or try getting a job at GCHQ Morwenstow, nr Bude, Cornwall, as I believe most text messages are monitered there.
