Is humor the celebration of capacity for evil?

I'm not saying that this is true for all humor, but isn't it true about a great deal of humor?

The best jokes usually involve someone else's misfortunes in one way or another so in a sense you are right.

On the other hand, they say laughing is the best medicine. I think it is when it comes to getting over your own misfortunes.
