Wow ! What a question. If I had to try to put a name on the "shadow group" it would be the Illuminati. From what I understand its members make every effort to infiltrate the most powerful organizations; including world banks, world governments and their agencies. They use this network of "puppet contacts" to steer the world into "The New World Order".
In fact, most every man made event, that has had any significance, seems to have been directed by this group. This group Is not limited to activities in modern history, there is reason to believe they have been at it for hundreds if not thousands of years. They leave their signature, on their work, in the form of relevant numbers, dates as well as symbols and geographic locations.
They seem to consider themselves the caretakers of the world; where people are their "cattle"; to be bred, raised and slaughtered. It is very difficult to believe anyone could consider themselves with such grandeur unless one himself has inherited abilities mimicking theirs. Most people who fall into this category, are already well into making a good living for themselves and are not going to risk it all by trying to expose "The thirteen headed dragon".

I wouldent call it a "shadow group" but instead a flawed system of goverment. Overgrown military establishments are under any form of goverment inauspicious to liberty, and are to be regarded as particularly hostile to Republican liberty these are the words of President Gerorge Washington in his farwell address. When industry and military profit from wars you will see a lot more of it. Military-Industrial Complex would be the short answer.

the united nations, they got rich off oil for food program, so did russia and germany. no wonder u.n. smacked saddams wrist
and let him lose the paper trail of the scuds that were used in
desert storm against our troops, how i know this i was there
in desert storm.
the peacekeeping missions that u.n. was supposed to supervise
while clinton was in office. now that is why we dont have peacekeeping missions, we have conus supervised troops.
u.n. didnt do anything but let hezballah walk all over lebanon,
and take hold while the peacekeepers were there.
u.n. has no credibility. and thats why we have to cover our tails
cause the u.n. sat on there asses for years, and see what happened, middle east still unsettled.
