Yes, unfortunately.
2 years ago, I sent out well over 100 in 15 days and got 2 replies, neither of them worthwhile.
Each time you send out a resume or take one in person, see if there's a way to improve the way you present yourself. Over time, you'll look really good being turned away.

Yes. I have had this problem before. The only ones you will hear from are the ones that want you to come in for an interview. Some places send a letter to say that you didn't get the job but most won't. It would be nice if they did that so at least you know.

It is your local economy make have a lower job turnover rate and you might want to try a bit harder, treat searching for a job as a job in itself and always be ready for an impromptu interview and remeber once you have a job its easier to find another one if money is the issue. Network through friends and find out who might be hiring or co workers of their who might be leaving, putting your resume in early helps a lot and don't go to places during peak hours

Yes, that is really not an unusual ratio. You may need to have some other strategies, like a polite follow-up call to the company requesting an interview.

Yep - people claim that they don't have time to reply to all applications -
I have worked for agencies in the past and even the client doens't respond to the people who they are paying to recruit for them!
Its crap but the way of the world...
