Because the internet is world wide. Only so much can be done because not all countries outlaw child porn. The U.S. has outlawed it but one can still download it from sites in other countries. Unfortunately, I think it's available because the pornographers know that people will buy it. It's despicable.
Many governmental bodies have laws against it. I think those laws should be better enforced.
