Stealing is never a good thing. If I see a hungry man and I don't have any food to spare, and if I see some one who might have an extra piece of bread, I'd ask that person to give the bread to the hungry. Unless that person refuses, then I'd steal it.

I said 'no' because I remember a story in the bible where
David went into the priests temple and ate the 'consecrated' bread, (which was strictly forbidden and worthy of death.
Yet, God did not punish him in any way! Why?
Because David was starving and thats all he could find to eat.

i think that depends on several things. why is he hungry? is being hungry his choice, or did someone prevent him in some way from having food? who are you stealing it from? are you stealing it from another hungry man? why doesnt the hungry man steal it himself? will the man accept to food from you?
