The rule I learned more years ago than I care to think about was: A E I O U and SOMETIMES "Y"

English has twenty three consonants and between ten and thirteen vowels depending on dialect. There are also four diphthongs. These have to be represented by the twenty six letters of the alphabet, three of which (C, Q, X) are superfluous. In the alphabet there are five letters called vowels but other letters, particularly "Y" and from Welsh "W" are used as vowels.

The 12 vowels in standard English are the phonemes in the following words:
peat, pit, pet, pat, part, but, pot, port, put, boot, pert and the unstresssed vowel schwa - the first vowel in about, police, persist etc.

The diphthongs are:
ei - lay, bait
ai - lie, bite
ou - low, boat
au - loud, bout

There are some words that do not have vowels in English. These are words that consist of fricatives or nasals - Sshhh!, Hmmm etc

Apart from those, every word in English has at least one vowel. How it is represented using the letters of the alphabet can vary considerably.

some words can be spelt without the vowels, because it is not the vowels that matter it is their sound that matters. like hymn, the y takes the 'i' sound.thats why some words can be spelt without vowels.As to 'why is that', I dont know.Thats just the way language is.Like a law that has to be followed, regardless (sometimes) of reason.

If you took the time to figure out just how our present alphabet developed, you would know that "y" and "j" can, and are, used as vowells.

There was no X, J, W, and letter U, for instance, in classical Latin, so where did they come from.

The notion that only A, E, I, O, and U can be vowels is a myth.
