It could be either one, if you want you could get a decent guess by taking into account how good looking they are, whether they've gone out before, and most importantly their personality. Some people you can tell just from their personality that they are not the kind of people that are looking to just have sex, and they want a real relationship. Generally the kind of people that choose to be virgins will be the same people that don't go to the wild parties with lots of drinking. Also there are some cases where it is both. These are cases where the person has decided not to go out with people, because he/she wants to be a virgin until marriage, and isn't ready for marriage yet (or something like that) when in fact they couldn't get any if they tried. Those cases are the funny ones.

If it is a guy you are asking then it is because they just can't get some...or couldn't.
Example A: The 40 year old Virgin. This is a perfect example of a man who just couldn't get any in the situations he tried due to a completely unexpected circumstances like dating a girl with a foot fetish then kicking her in the nose.
If it is a women, then it is more likely they chose to be as if they look half decent and really want to have sex there is probally a million people that would do it with them. And, even if they do not look that good, there will always be booze. So just get a man plastered and he will think you are a porn star from his greatest of fantasies.
This is just my idea though, who knows...It might be true

Well I was one until I was 33 not because I couldn't get none as you say but because I didn't want to "get none" when I was ready I gave it away with no regrets at all I had lots of male friend but none that I wished to be intimate with as in the Olden Days... sleep around and you could get anything as well as being a SLAPPER or H@*e hopefully you are never

SOME might say that for the stated reason..but for real..some people really do carry that much moral value..and value their virginity and are saving it for someone special. If i could go back i would have waited..
