117/19 can be written as 6 + 3/19, but otherwise can't be simplified, as 19 is prime, and 117 is not an integer multiple of 19.

What do you mean by "by"?
117*19=2223
117/19=6.158 or 6 3/19

you can`t simplify it because 117 = 3^2*13 and 19 is prime and they dont have any common factor
