most places where you purchase a motorcycle offer riding lessons check with your local dealer to find out details. you do not need a license to purchase a bike they don't care if you have a license or not they just want to sell you the bike

There is a nationwide safety course that allows you to learn to ride using their motorcycles. it takes 2 days, (usually over a weekend) and when completed, you're certified to get the motorcycle rating on your license with no further testing. It will also help on your insurance rates.
Check your local Dept. of Motor Vehicles for details.
As far as buying a bike, they probably will need to see the certification and licence since you'll probably want to drive one off the lot. I'd recommend getting a reliable used one that you can dump until you perfect you driving. I've seen a few guys wreck brand new bikes while learning to ride.
Be Careful! Wear a helmet, and ride defensively like everyones trying to kill you!

your local driving school should offer a motorcycle
drivers safety course would be you best place to start they
will take you through the basic and on pacing the course you
will for a fee for the class and test you should leave with
permit in hand I would then find two things a friend that will
teach you more skills and a inexpensive bike to learn on
because trust me you will fall a few time .also leather and a
helmet that has to be worn in some states by law and other just for the first year

In Wisconsin there are classes available through some of the technical colleges that teach you how to ride a motorcycle. The ones I know of provide the motorcycle you're using to learn. I don't know if you need a license prior to purchasing a motorcycle. Your county's DMV should be able to answer that question for you.

A Motorcycle Safety Foundation (MSF) approved course called, "Basic Rider Course" (BRC) should be taught at the junior college. A call to them or to DPS should put you on the right track.
Harley-Davidson dealers also offer a MSF approved riders course that will get you your license. These are more expensive than the courses taught by DPS troopers at the college, but they are generally more available.

Dallas eh? I live here too. According to my cousin, you do need a license, but not to buy a bike, you can buy it, but you would need one to ride it, legally anyways. Also you can learn at the dmv.
