EDIT: I previously solved this as a fraction not a ratio.

1:2 ratio is the same as 1/3 of the earth being water. 2:3 in the northern hemisphere is the same is 2/5 or 6/15. Therefore, the southern hemisphere must be 4/15 parts water. Which is a 4:11 ratio.

Let the earth be divided into 30 parts.
10 parts are land and 20 parts are water. (1:2)
In northern hemisphere total parts are 15.
6 parts are land and 9 parts are water (2:3)
Therefore in Southern hemisphere,
Parts of land is 10 - 6 = 4 and
Parts of water are 20 - 9 = 11.
The ratio of land to water is 4/11.

Ratio of land to water on whole earth is
½ = (1/3) divided by (2/3). (3 because 2+1 =3)
Similarly
Ratio of land to water on N-hemisphere is

30 can be divided by 2, 3 and 5.

It is best to convert to fractions:
north has 2/5 of half the world's surface area (1/5) as land and 3/5 of half the world's surface area (3/10) as water.
But we know 1/3 of the world's surface area is land and 2/3 of the world's surface area is water
So the south must have 1/3 - 1/5 (= 2/15) of the world's surface area as land and 2/3 - 3/10 (= 11/30) of the world's surface area as water and the ratio is therefore 4/30 : 11/30 or 4:11 land: water.

i guess its 1:3
since 2 parts is only water and out of it 2:3 are in northern hemisphere.so to make full it must be 1:3 only

Let ratio S.H.=a/b[L:W]
ax+bx=5x
x[a+b]=5x
a+b=5
a=5-b______________________________1
So
1/2=2x+ax/3x+bx
3x+bx=4x+2ax
From 1;
x[3+b]=2x[2+(5-b)]
3+b=2[2+5-b]
3+b=14-2b
3b=11
b=11/3
a=5-11/3
So now put the values in a/b
