What makes BushOilCo the worst is their having used the Nazi playbook so blatantly. Johnson took us down a similar path, but he never dreamed of the kinds of fascism these guys take as a given. And, when Johnson realized he had failed, he had enough sense to back off and let go. We are not yet free of BushOilCo, and many are not sure they will let go when the time comes. No other Presidency in our history has aroused such visceral reactions from the people towards the men themselves. People hated what Johnson was doing, but never distrusted or feared him as they do these men. Today many fear for the safety of their very government under Bush and friends. They have so dishonored the offices they hold, that their party will suffer grave damage for a long time to come, and the international reputation of the office of the President of the United States will live under a cloud of distrust that may never be fully removed. No other Presidency comes close.

Bush will be mostly defined by his Iraq War. Some have called the handling of it the worst U.S. policy blunder ever. I think Bush's efforts to dismantle Constitutional rights such as getting rid of habeas corpus, expanding the government's wiretapping without legal warrants, and denying Gitmo prisoners rights to attorney's has something to do about it. Add the handling of post-Katrina, legalizing torture of prisoners, racking up record U.S. debt., and you've got a pretty dismal record.
Truman eventually led us to WWII victory, Lincoln ended slavery and preserved the Union, Johnson gave us the Great Society, Wilson pioneered the League of Nations which if not successful laid down the framework for all the world powers meeting together in the U.N. Even Nixon restored U.S./Chinese relations. Really, what great good has Bush accomplished during his two terms? I can't think of anything significant, even for the sake of argument.

For the most part, those presidents were open about their questionable dealings in office. Although Lincoln routinely threw out habeas corpus when he wanted, everyone knew it and he admitted to it. Bush is the worst because of his incessant lying... "honest" Abe. Johnson didn't even go for a second term because he was disgusted with himself which is something Bush couldn't do.

Subjectively, because he's a current bad president, not just one who we read about in the history books.
Objectively, because he's run roughshod over the Constitution and international treaties. The fascist idiocy of the USA Patriot Act aside, he's said that torture is legitimate under certain circumstances (a violation of the Geneva Convention), he's illegally wiretapped millions of citizens' phone calls, and he's suspended Habeas Corpus (Guantanamo), a cornerstone of our legal system.
