The song is called Confusion. From the actual Blade soundtrack it's Confusion (Pump Panel Reconstruction Mix) - by New Order and there is also a version by DJ Mystik and some various other remixes floating around.

the 12inch confusion re-mover,released in 1995 on ffrr.written
by tim taylor and dan zamani both really good techno fellas.
Dont get it confused with the rubbish charty cover knocking
around.

the name of the song is confusion. it is a techno remake/cover/remix of a song of the same name by a group called new order. I've always found it as confusion remix when looking to download it.
