They are snow chains so that when there is snow or ice on the ground they can be placed over the tires so the ambulance has better traction on the road. They are always there so the ambulance can always be prepared.

Where the chains just in front of the rear tires? If so they are for the winter time. Instead of having to put chains on the tires by hand, there is a motor that spins the chains under the tires so that they will get traction in snow and ice. You will see them on mostly bigger vehicles.

Most probably for electric grounding since they use quite alot of electrical stuff in the back of the ambulance. so the grounding removes the static electricity also that can cause malfunction in the electrics of the ambulance.
