Laws are becoming more and more complex. Effective business leaders are the ones who can negotiate the new regulations without getting tripped up. They should be familiar with:

Regulation within their own industry
New accounting regulation (such as the Sarbanes Oxley Act)
Any new labor laws
Environmental regulation that impacts their industry

...to name a few...

It's easy to be caught blind by this stuff, so you really need to have a business degree of any kind, really, minimum BA.
