As part of the royal prerogative, the Queen does not require a driving licence.
She learned to drive aged 19 in 1945 in the army.

I would say no because I saw a show about Prince William on BBC the other day and he wanted to get his diverse license but he had to ask his grandmother, the Queen. She wanted to know why he needed them when he had a driver to take him where ever he wanted. It goes the say for Prince Charles because he said basically the same to Prince William.

They are all having licence to drive. Prince 'William has one too He is driving a VW Pasat.
Also the queen occassionally when not on duty enjoys a fairy tale ride.
