ok. if you're in firefox go view > encoding chinese, same in Internet Explorer, ====> if not just put it to Unicode. works fine all the time
if you need chinese IME (i guess this displays in your computer and is the _needed_ step), go to Control Panel > Regional and Language Options > Languages Tab,
tick the box under Supplemental Language called:
Install files for East Asian Languages
if it asks you for the winxp cd, choose the option where it selects it from your computer itself, if that doesn't work, use the CD
and if you want to go the extra step, displaying non-unicode characters,
Go to the Advanced tab then Select a language, Chinese (PRC)
that's all you need to get it running

that is because unlike linux windows has to have special things installed from windows update.
with linux pango renders chinese fine and kde does it fine as well(i'm not sure what the kde font renderer is called though).
